I have found instructions that doing Shift-Restart from the login screen will restart in safe mode. The issue is with the video card driver from NVIDIA. The upgrade to Windows 10 is not the issue. My Dell laptop come with facial recognition, which has not been configured. Mouse cursor to the right of the screen I get a blue ribbon just like in Windows 8, but with nothing on it.
